Councillor Participation on Statutory Boards and Committees

A committee of Council chaired by APEGGA Past President D.R. Motyka, P.Eng., reviewed the relationships between Council and committees created under the Engineering, Geological and Geophysical Professions Act, and the accompanying General Regulation. It was determined, after a review with the committee and board chairs, that although Councillors fulfilling a dual role served well and worked hard, there was no specific advantage for having the dual role. There was considered to be potential disadvantages, and the perception is better if committees such as the Discipline Committee do their work at arm’s length from the Council. Where terms of reference on committee composition have been determined by Council, these have been changed. Councillors currently serving will conclude their involvement at the end of the current committee year.

In two cases—the Practice Review Board, and the Enforcement Review Committee—the make-up of the committee is in legislation. Accordingly the proposal is to request amendments to the Engineering, Geological and Geophysical Professions Act, and to the General Regulation to make the Council’s direction take full effect for all statutory Boards and Committees.

PROPOSED WORDING

To delete compulsory Councillor appointment.
