The purpose of this section is to encourage procedural uniformity in the interests of the overall efficiency, effectiveness and safety of building projects where Premanufactured Building Components are used. The procedures outlined are conceptual only; details are intentionally omitted.
The Owner should select a Professional or Firm with appropriate qualifications and experience. The Professional or Firm selected may be a Consulting Company or a Design-Build Contractor. In either case, the selection process should emphasize capability to provide overall professional services including design, contract administration and review during construction for the total building project. (See APEGGA Guideline on "Selecting a Consultant".) The scope of the assignment, prepared by the Owner, should establish Owner needs including preferences or restrictions regarding the use of Premanufactured Building Components and other conceptual considerations. The scope should clearly establish the responsibility of the total building project Designer to meet all code and legislated requirements currently in effect.
The Designer of the total building project determines the detailed needs of the Owner including preferences in building appearance and type. He reviews available Premanufactured Building Components and may prepare a comprehensive request for bids or proposals. The request will describe various requirements including design criteria, loads, applicable codes, specifications and other relevant information such as, but not limited to, delivery and cost. The Owner selects a firm to construct the building by tender or negotiation from a list of qualified companies.
The Owner normally selects the Designer of the project to review during construction. In circumstances where this is not practical or acceptable to either party, a Professional or Firm with appropriate qualifications and experience should be selected. (See APEGGA Guideline on "Review During Construction".) 1. The Professional or Firm engaged to Review During Construction prepares a Confirmation of Engagement in which the scope of services is described, taking into account the complexity of the project, the experience of the Contractor and any other special circumstances. 2. The Owner engages the services of the Professional or Firm engaged to Review During Construction and signs the confirmation of Engagement. 3.6 BUILDING PERMIT1. The Owner or authorized representative applies to the Authority for a building permit and attaches a copy of the letter confirming the engagement of a Professional or Firm to Review During Construction (see Appendix A). 2. Subject to compliance of the design to Code and the requirement described in item 1 above, the authority issues a building permit to the Owner. 1. The Professional or Firm engaged to Review During Construction calls a meeting with the Contractor at which: a) the intent of the design including any special conditions or procedures is explained, b) the Contractor satisfies the Professional that he understands the design and that he will seek clarification if and when it is required, c) the general frequency and schedule of construction review, including the notice required, is established.2. The necessary permits are acquired and the Contractor prepares a Construction Schedule. 3. The Professional or Firm engaged to Review During Construction provides services in accordance with the scope of assignment or as required by changing circumstances. He reports to the Owner with copies to the Contractor and others as required. 4. The Authority may inspect the project for compliance with applicable codes and standards and to confirm: a) the existence of an approved building permit,b) that the Professional or Firm engaged to Review During Construction is performing that function. 5. The Contractor advises the Professional or Firm engaged to Review During Construction of any errors or omissions discovered. 6. The Professional or Firm engaged to Review During Construction makes arrangements for design modifications as necessary to correct deficiencies. He reviews or approves shop drawings with the terms of the contract and issues change orders as applicable. 7. The
Contractor notifies the Professional or Firm engaged to Review During
Construction when the project is ready for final review. 3.8
FINAL REVIEW 2. The Contractor corrects the deficiencies and submits Operating Manuals or Instruction Sheets and As-Built Drawings to the Professional or Firm engaged to Review During Construction. 3. The Professional or Firm engaged to Review During Construction reinspects and checks the Operating Manuals or Instruction Sheets and As-Build Drawings as required in the contract documents. 4. The Contractor tests all systems in accordance with the requirements of the contract documents and submits a report to the Professional or Firm engaged to Review During Construction. 5. The Professional or Firm engaged to Review During Construction submits a Construction Completion Certificate (see Appendix H) with the Operating Manuals or Instruction Sheets and As-Built Drawings to the Owner. 1. The Owner or authorized representative applies to the Authority for an Occupancy Permit or permission in writing to occupy, and submits required supporting documentation. 2. The
Authority checks the supporting documentation and issues an Occupancy
Permit or permission in writing to occupy if acceptable. 1. The Professional or Firm engaged to Review During Construction initiates an inspection of the project prior to expiry of the warranty period. The Contractor and Owner are present at this inspection. 2. The Professional or Firm engaged to Review During construction prepares a deficiency list as applicable and submits it to the Contractor with a copy to the Owner. 3. When
all deficiencies have been corrected, the Professional or Firm engaged
to Review During Construction issues a Certificate of Final Acceptance
(see Appendix I) to the Contractor with a copy to the Owner.
